What’s the difference between the two councils?

Pembrokeshire County Council is the principal authority for the whole county and delivers most public services.  The County Council’s offices are also based in Haverfordwest (but are on the opposite side of the river) and they are often confused with the offices of the Town Council.

Haverfordwest Town Council serves the town at a local level, focusing on community representation, small-scale services, and local projects.

Who provides key services like education, social care, and waste collection?

These are all delivered by Pembrokeshire County Council, including:

  • Schools and education
  • Social services
  • Bin collections and recycling
  • Highways and street lighting
  • Council tax and benefits
  • Housing and planning decisions

What does Haverfordwest Town Council do?

We focus on local matters, including:

  • Supporting community events and the Mayor’s civic duties
  • Maintaining town benches, noticeboards, and some green spaces
  • Giving grants to local voluntary groups
  • Commenting on planning applications in the town
  • Promoting local pride and wellbeing

Does the Town Council make planning or highways decisions?

No. We are consulted on planning applications, but Pembrokeshire County Council makes the final decision.

Likewise, roadworks, potholes, and signage are managed by the County Council.

Does the Town Council manage public toilets or parks?

In some cases, yes — particularly where facilities have been transferred to us. However, most remain under County Council responsibility.
