The Role of Community & Town Councils in Wales

Community (or Town) Councils are the first tier of local government in Wales. They work to represent the interests of their area and improve the lives of residents.

Key Roles and Responsibilities

Representing the Community

Speak up for local people on issues that matter.
Respond to consultations and raise concerns with public bodies.
Hold public meetings to stay connected with residents.

Planning Matters

Comment on planning applications as a statutory consultee.
Help ensure that local development considers the community’s voice.

Local Services and Projects

Provide or maintain things like:
- Allotments
- Public toilets
- Bus shelters
- Parks, play areas, and open spaces
- Litter bins and noticeboards
Support local events and community groups.

Managing Local Funds

Set an annual precept (part of your Council Tax).
Approve and monitor budgets responsibly.
Ensure funds are used to benefit the community.

Promoting Community Well-being

Work to improve the quality of life in your area.
Support projects that promote inclusion, the environment, and community spirit.

Governance and Accountability

Follow standing orders and good governance principles.
Ensure transparency, fairness, and compliance with the Code of Conduct.
Employ and support council staff, including the Clerk.

Legal and Statutory Duties

Respond to Freedom of Information requests.
Comply with data protection and audit rules.
Meet new duties under the Local Government and Elections (Wales) Act 2021, such as preparing training plans and encouraging participation.
